I would think the Dept of Transportation would have the exact guidelines for bike/atv road use. As you said, modifications can be made regarding exhaust, fenders,lights,mirrors, but the tires may pose a problem. It is a good question though, basically a four wheeled motorcycle.

Maybe its because with ATV having four wheels it sort of puts it in the same class as a car. So for saftey reasons you will need a seat belt and all the other requirements a car needs to be registered.

I may be chasing butterflies on this one, but I believe the reason has something to do with the fuel efficiency. If atv’s were street legal the oil companies would take a profit loss as would the auto industry. Lobbyists make sure that it doesn’t happen.
