Provisional license?

Does anybody know about the NJ motor vehicle rules, because a little over 3 months ago I got pulled over at 1:40 am for careless driving. Mind you I still had my provisional license but I am 19. I had to go through the same regulations for provisonal licenses’ and had to leave the car since I was driving past midnight. I got 2 points on my license for careless and had to pay a fine for the provisional. Motor vehicle sent me a letter saying my NJ driving privilege is still in probationary status and I’ll having to take a probationary driving course if I get 4+ more points. I need to know can I go to motor vehicle and get my regular license or do I have to wait 12-18 months b/c of the traffic infringement or is it fine because I am 19? Also what does motor vehicle mean by my NJ privilege is still in probationary status? Any feedback is positive because I need some clarification on this whole sticky situation. Ez
