You can take the Path train directly to the World Trade Center station, which is walking distance from battery park.

There is a wonderful website that allows you to put in location queries and it will give you the easiest public transportation routes within the New York Metro area (it now includes regional rail trains, which is what you will need to get into NYC).

As far as inexpensive places to park in NJ, I am sorry but I am unable to help you there. If I were going to park in NJ and take the train into Manhattan, I would likely find a parking lot in Jersey City or Hoboken that seems very legitimately run and spend a little extra to make sure that my vehicle is safe. It may be worth a few extra dollars to know you are in a location where your car will be waiting when you return. Since it’s a common trip to make, you should have plenty of options on the Jersey side of the Path train.

My friend, there are plenty of parking facilities near PATH Rail Station, you can just park your car there and take the PATH into and out of Manhattan. I’ve included a links to parking facilities below. Contact them for rates since it varies from facility to facility.

As for getting New Jersey to Battery Park, from any of the station I listed above, take the PATH train bound for the World Trade Center. Once there, you can either walk south to Battery Park or take the downtown (southbound) #4 or 5 train (Green Line) at Fulton Street, which is a block west from the WTC PATH station.

The Cortlandt Street stations on the #1 (Red Line) and the “R” and “W” trains (Yellow Line) are close for the duration of the construction project.
