First of all I would use the “Law and Order” theme. Many uniformed athorities of various descriptions, all carrying signs with the state motto.

Born and raised in Jersey, many ideas come to mind but since you are looking for something that relates to most people I would go with….

Atlantic City!

Its got a lot of directions to choose from.
* Vegas style casino nightlife
* Sunny sandy seaside beach
* Amusement rides and arcades on the boardwalk
Perhaps a combination of them.

As well, from 1921 through 2005 Atlantic City was where the Miss America pageant has been held. This could be a funny theme.

I would probably represent The Garden State of New Jersey in a paper flower garden in the shape of the state. I would make the paper flowers out of New Jersey specific advertisements and/or icons and perhaps have county listings written in approximate areas of the garden (you could even tailor the flower medium to each county).
Well, either that, or I would make an anthropomorphic representation of the United States and print the letters NJ in the sphincter region. Your choice.

Since its summertime, I would go with Atlantic city theme. They have the beaches and the casinos, and don’t forget… monopoly was modeled after Atlantic City.
