It sounds like you are rebuilding it from the ground up. Once it is done, you will have to contact Motor Vehicles and set up a special state inspection. It is much more comprehensive than just your standard annual inspection. Once they deem it to be safe & in good working order, you will be able to register it. You used to be able to get a clean title (but this was 15 years ago) after this inspection. I do not know if they still do that.
