After checking out the minimal motorcycle requirements, ATV’s can be minimally modified to meet these exact same requirements. Now, if it cannot be registered, it obviously cannot be insured for street use or licensed, simply because it cannot be registered for street use. The answer I am looking for, is what is the exact thing that prevents an ATV from being legalized for street use if it is basically a motorcycle with 4 wheels.
